Child Benefit

That this House notes that child benefit is the most efficient form of financial support for families with children because it has virtually 100 per cent. take-up and does not catch families in the poverty trap; notes further that it is the most equitable form of financial assistance because, unlike tax relief, it is paid for all children whether their parents are in paid work or not and does not exclude the low paid; notes in addition that it promotes parental choice on child care; and calls upon the Government to restore child benefit to its 1987 value by uprating it to ú9.55 a week for every child in April 1991.
