leave out from 'House' to end and add 'regrets that in desperation Tory honourable Members are seeking a reform of local government and the centralisation of local services not for better efficiency, accountability or wider democracy, not for the sake of security for the old or opportunity for the young, but as a result of Her Majesty's Government's catastrophic incompetence in introducing a poll tax against all advice to the contrary'.
