Claimants For Invalid Care Allowance (No.2)

That this House notes that the invalid care allowance claims pack (DS 700) is misleading in stating that an invalid care allowance is unavailable to anyone receiving as little as 12 hours' supervised study per week, when it should state that invalid care allowance is unavailable for anyone receiving full-time education by attendance at an establishment recognised by the Secretary of State for Social Security as being, or as comparable to, a university, college or school (S.I., 1976, No. 409), Part II, section 5(1); and calls upon the Secretary of State for Social Security to withdraw the claims pack forthwith and to replace it with a leaflet and application form that is both easy to understand and use, and is correct.
