Standing Charges

That this House notes that many pensioners have an inadequate income to meet the standing charges on electricity, gas and telephone services and, as a result, are unable to afford an adequately heated home or to maintain a telephone which provides an essential lifeline to summon help in an emergency; urges the Government to amend legislation which prevents the public utilities from discriminating between groups of customers; and calls upon the public utilities to indicate their willingness to abolish standing charges for pensioners.
