That this House notes the serious allegations made by the charity Counsel and Care that physical restraint, electronic and video surveillance, involuntary drug use and other humiliating practices are a regular occurrence in some old people's homes in London, the evidence given by Age Concern Wales and Wales Pensioners to the Select Committee on Welsh Affairs and recent disturbing press reports; and calls upon the Secretary of State for Health to authorise a nationwide survey and issue clear guidelines on what restraining practices are permissible, to establish how widespread this is in order to allay public fears and to stop such practices forthwith.
