Greenhouse Gases

That this House is greatly concerned by the growing threat of climate change, recognised by over 600 of the world's leading scientists, caused by the emissions of greenhouse gases from human-based activities; acknowledges that solutions which are not equitable will not work; recognises that over half the world's population cause emissions which are consistent with or fall below the Intergovernmental Panel on Climate Change carbon dioxide/methane cuts for stabilisation parameters, thereby providing a 12 per cent. subsidy in emission rights taken over by those, including the United Kingdom, who are exceeding stabilisation requirements; therefore calls upon Her Majesty's Government to use all effective methods to put pressure on those industrialised countries, notably the United States of America, to curb their greenhouse gas emissions, to ensure that any statements which are signed by Her Majesty's Government at the Earth Summit Conference on Environment and Development in Rio in June 1992 reflect the above, and to make a commitment to a link between equity and survival.
