Compulsory Competitive Tendering

That this House notes that the Association of District Councils has established that the costs of putting out to tender under compulsory competitive tendering varies from ú15,000 to ú50,000, depending on the service and that, if it is generously assumed that a saving of 10 per cent. can be made as a result of compulsory competitive tendering, then even to recover initial costs the contract values must be at a minimum of ú150,000 to ú500,000; currently notes that the Government is forcing councils to put contracts out to compulsory competitive tendering valued at a de minimis level of ú100,000, and has done so since 1988 without adjustment, and that this is scandalously wasteful of poll tax payers' money; and demands that the de minimis level be increased to a more realistic figure of at least ú250,000 urgently, and that the whole policy of compulsory competitive tendering be reviewed forthwith.
