That this House regrets the decision by the Independent Television Commission not to award the Channel Five licence to Channel Five Holdings Limited; welcomes the City TV stations' concept planned by Channel Five Holdings Limited for London and many other British cities; believes that such stations, providing a truly local television service, offer customers and advertisers the choice and diversity that the Broadcasting Act 1990 sought to extend; and calls on the Independent Television Commission immediately to readvertise this franchise so that a fifth television channel, free to the viewer, can be established as soon as possible.
