CHINA'S BIRTH CONTROL PROGRAMME IN TIBET

EDM number 1778 in 1992-93, proposed by Martin Redmond on 19/04/1993.

That this House notes an increasing number of detailed reports, emanating from Tibet, some cited in a major work Children of Despair, indicating that China is operating a coercive birth control programme, which includes forced abortions and sterilisations; believes that these practices constitute a gross violation of human rights and are in direct conflict with the principles set out in the World Population Plan that all couples and individuals have the basic right to decide freely and responsibly the number and spacing of their children; and therefore urges the Government to immediately and unconditionally withdraw its considerable funding, through its agency, the Overseas Development Administration, of multilateral population organisations such as the United Nations Population Fund and the International Planned Parenthood Federation, both of whom are assisting in the financing of China's population control programme.
