Civil Service, Market Testing, Contracting Out And Privatisation

That this House expresses its grave concern over the continuing contracting out and privatisation of Civil Service functions ranging from computerised tax records to the Patent Office; notes that this concern is shared by the public, industry and the staff themselves; draws attention to the threat to quality, impartiality, confidentiality and accountability to this House that such measures entails; and calls upon the Government to halt the market testing programme forthwith.
