European Conflicts And The Forthcoming Csce Summit

That this House notes with concern the continuing ethnic conflicts in Bosnia-Herzegovina and Croatia, the growing danger of similar conflicts in Kosovo and Macedonia, with the threat of armed intervention from neighbouring states; notes the continuing civil war in Moldova and conflicts between Russia and Georgia over Ossetia and between Armenia and Azerbaijan over Nagorno-Karabakh, all of which have led to the deaths of many thousands of Europeans and much destruction of European heritage; notes that such conflicts wholly contradict the principles of the Helsinki Process and the spirit of the Paris Charter signed at the last CSCE Summit in November 1990, to which the former Yugoslavia and Soviet Union were parties; recognises the urgent need to improve existing CSCE mechanisms for the prevention of conflict and the peaceful resolution of disputes; and calls upon Her Majesty's Government to put forward new measures at the forthcoming CSCE Summit in Helsinki on 9th and 10th July to provide for national referenda and binding arbitration in such disputes, to urge an acceptance that changes in existing frontiers may be necessary to secure a lasting peace, and to confirm the establishment of a European peace-making force to be used as a last resort.
