leave out from 'House' to end and add 'regrets the suffering caused to innocent victims of hit and run drivers; applauds the excellent work of the Motor Insurers' Bureau which in 1991 paid out more than ú36 million in compensation to the victims of uninsured and untraced motorists; acknowledges that, overall, UK motor premiums are among the lowest in the European Community; recognises that the fundamental principle of insurance is to spread the losses of the few, across the many; nevertheless notes that, at low cost, many motorists can cover themselves against loss of their no claims discount following hit and run accidents; and submits that legislation to compel insurance companies to change the present contractual nature of no claim discounts is unnecessary and inappropriate and will tempt some motorists to make fraudulent claims to the ultimate cost of the honest members of the insuring public.'
