The Press Complaints Commission And The Mentally Disordered

That this House regrets that the First Annual Report of the Press Complaints Commission makes no reference to parliamentary concern about the Commission, raised by the Matthew Trust in its report on press intrusion and the mentally disordered, that the Commission's perceived independence is compromised by its Chairman being appointed by the newspaper publishers' body, Pressbof, that the Code of Practice is drawn up by newspaper editors and that the Commission receives its financial support from the newspaper industry; and further believes that the Press Complaints Commission will not be seen to be independent while its brief allows it to promote newspapers which disregard its own Code of Practice.
