That this House welcomes the communication by the delegation of the Commission of the European Communities and Her Majesty's Government as President of the Council of Ministers, which was sent to the United States Government on 7th October, concerning the Cuban Democracy Act; deplores the extra-territorial reach of United States jurisdiction which would have the effect of prohibiting United States owned or controlled subsidiary companies domiciled in the EC from trading with Cuba; condemns the persistent absence of consultation by the United States with its transatlantic partners; and calls on the United States President not to sign this legislation.
