Local Government Reorganisation And Jobs

That this House notes the statement by the Lord Advocate in the Upper Chamber that the use of statutory transfers for staff affected by the implementation of the recommendations of the Local Government Commission would offer no guarantee of a job to the existing staff; notes too the statement to this House of the Parliamentary Under Secretary for the Environment that most staff will, of course, simply transfer to successor councils on existing contractual terms and conditions by means of a statutory transfer order; notes further that one ministerial statement cannot be squared with the other; believes that this contradiction is a clear indication that Her Majesty's Government has no acceptable proposals to ensure the protection of employment and conditions of service for local authority staff; and therefore calls for the early abandonment of the entire discredited reorganisation process in view of the clear threat posed to jobs and services throughout the country.
