at end insert 'notes that the demand for emergency beds in Birmingham has risen by 14 per cent. at the same time as bed closures are being planned and that general practitioners face increasing problems in finding hospital beds for their patients, and that the Governments health reforms are distorting health care provisions in Birmingham and that as decisions are being driven by market considerations rather than patient care, the responsibility lies with the Secretary of State to provide the finance to offset these distortions rather than expecting patients and staff to suffer'.
