leave out from 'House' to end and add 'notes that Wandsworth Council instituted a positive borough-wide home sales policy in 1978 aimed at countering decades of municipalisation and deprivation by earlier Labour administration which had had the effect of turning wards into tenanted fiefdoms; that this policy has brought an immense transformation to the borough in terms of generating ú433 million of capital receipts - which has been reinvested in the estates and in infrastructure projects; that it has brought about more balanced and less deprived estates where tenants and leaseholders alike have benefited from the large number of residents now committed to their community through owning a stake in their homes; that these sales policies have been carefully scrutinised by the District Auditor on several occasions without adverse comments of any type; and that they provided a sensible balance of 11,158 sales to sitting tenants and 5, 645 vacant sales under its Priority Sales Scheme closely geared to local housing need, whilst allowing responsibilities under the Homeless Persons Act to be met and have boosted the popularity of the local council by adding achievements of far-reaching environmental and social regeneration to a unique track record of value for money and quality.'.
