Comprehensive Test Ban Treaty

EDM number 402 in 1993-94, proposed by Alan Simpson on 20/01/1994.

That this House notes the unanimous UN General Assembly vote of 19th November in support of a comprehensive test ban treaty; welcomes the Government's declaration of support for a successful outcome to the negotiations on this treaty which begins in Geneva on 24th January; fears that the future of the Treaty on Non Proliferation of Nuclear Weapons could be jeopardised by failure to complete negotiations for a comprehensive test ban treaty before the opening of the NPT Extension Conference in New York in April 1995; and therefore urges the Government to instruct its Ambassador at the Conference on Disarmament in Geneva to consider the beginning of April 1995 to be the deadline by which negotiations for a comprehensive test ban treaty must be completed, and the Treaty be ready for signature.
