Opencast Decision

EDM number 799 in 1993-94, proposed by Mike O'Brien on 09/03/1994.

That this House is appalled at the crass incompetence displayed by the Secretary of State for the Environment in taking two years to make a decision on an application by British Coal to create a large opencast at Birch Coppice in Warwickshire before announcing a refusal on 2nd August 1993 without taking proper legal advice, so that he had to set aside that decision on 24th February 1994 and plunge thousands of local residents into the new threat of opencast; further points out that if any person exhibited such incompetence in a proper job in the private or public sector they would be sacked; and calls upon the Prime Minister to sack the Secretary of State for the Environment and also to agree that full compensation should be paid to residents for the failures and delays caused by his Department of State.
