Homeless People And Electoral Registers

That this House warmly commends the Big Issue magazine and the single homelessness group, CHAR, on the launch of their campaign to secure voting right for homeless people, whether they are on the streets or housed in hostels or in bed and breakfast accommodation; recognises that the Home Office has ruled that 'being homeless does not preclude a person from qualifying for inclusion in the national register on grounds of residence' but concurs with the new campaign that these guidelines are too woolly and can be interpreted differently around the country; and further agrees on the need for firmer guidelines and a change in legislation to make sure that all homeless people have an equal voice in the electoral system and are in position to talk back and to be heard.
