leave out from `House' to end and add `deeply regrets the historic failure of Nigeria to establish a stable democratic system since its independence and deplores continuing abuses of human rights wherever they occur; whilst noting that the law under which General Obasanjo was tried, whether just or otherwise, was one which he himself enacted when acting as unelected Head of State, nevertheless welcomes the commuting of death sentences for alleged coup plotters; further welcomes the publication in a speech on 1st October by General Abacha of a clear and detailed timetable for the handover of power to a democratically elected civilian administration; notes that progress to date has included the commuting of death sentences, the ending of restrictions upon political activity, the lifting of the bans on some newspapers, the acceptance of a proposed new constitution, the fixing of a firm date for the handover of Presidential power and preparation for an Electoral Commission to establish a new electoral register; warns the Government of Nigeria that it will be judged by the friends of the people of Nigeria on the extent to which progress is made in adhering to the timetable for the handover of power to a democratically elected civilian administration; and urges all Commonwealth countries to encourage and assist the people of Nigeria as they move down the difficult road to the worthwhile goal of democracy.'.
