Extending The Nuclear Non Proliferation Treaty

That this House wishes to re-affirm in the build up to the Nuclear Non-Proliferation Treaty Extension Conference next April its support for the Nuclear Non-Proliferation Treaty as the bulwark of efforts to prevent the spread of nuclear weapons and create an environment conducive to the further reduction of nuclear weapons; draws attention to the special responsibility of the nuclear weapons states in creating and sustaining such an environment principally by fulfilling their obligations under Article 6 of the Treaty to participate in a nuclear arms control process; is thus concerned that a comprehensive test ban treaty may not be agreed in time for the Nuclear Non-Proliferation Treaty Conference; urges Her Majesty's Government to work tirelessly to conclude a test ban before next April if at all possible; welcomes as an action taken in the spirit of Article 6 the decision of the United States of America and Russia to accelerate the implementation of START 2; urges Her Majesty's Government to respond positively to President Yeltsin's offer of further disarmament negotiations involving all five nuclear weapons states; is convinced that it is in the British national interest to participate now in an arms control process resulting over time in very low and stable levels of nuclear weapons; and urges Her Majesty's Government to consider initiating or helping to draw up an Article 6 Programme of Action which could be submitted by the nuclear weapons states to the Nuclear Non-Proliferation Treaty Extension Conference.
