Corruption At Brent Irish Centre (No. 3)

EDM number 380 in 1994-95, proposed by Ken Livingstone on 12/01/1995.

That this House welcomes the action of Customs and Excise in seizing the records of the Brent Irish Centre; notes that financial irregularities arose following the recommendation of Mr Brendan Mulkere that the management committee should not accept the lowest tender of ú134,584 for building works at the Centre, but appoint a site agent to employ direct labour thus giving Mr Mulkere day to day control of work; notes that when three members of the management committee expressed concern at these financial affairs Mr Mulkere organised their expulsion from membership of the organisation (breaking section 7 of the Centre's Articles of Association by not giving 42 days notice); notes that Mulkere organised the affiliation of new organisations which had little constitutional validity, and the expulsion of groups which had been long-standing affiliates; further notes that throughout all these events, the three Brent Conservative councillors on the committee, Alan Wall, Jack Sayers and Cormack Moore, gave complete support to Mr Mulkere's proposals with Councillor Wall going so far as to call for an emergency general meeting to deal with the explusions, Councillor Moore to moving the explusion of four member organisations, and Councillor Sayer to moving the acceptance of the new affiliated organisations; and notes that five of the newly recruited organisations voted to expel the four existing affiliates.
