Suitability Of Capita Managed Services Ltd And Lusis Business Solutions For Government Contracts (No. 2)

That this House calls on the Government to suspend all market-testing and privatisation procedures involving Capita Managed Services Ltd. and Lusis Business Solutions, following the resignation on 31st December 1995 of John Arthur Jasper as Chairman of Capita Managed Services and his recent appointment as a director of Lusis Business Solutions, likewise a facilities management company, and following also the recent liquidation of Midsummer Computing Exchange of which Mr Jasper was also a director for debts totalling almost ú100,000 to the Government; believes that the transfer both of Mr Jasper's directorship from Midsummer to Lusis and the contract for supplying software packages to museums from Midsummer to Lusis bear the hallmarks of a scheme to transfer assets while forgetting the creditors; and recalls that in spite of the attempt to distance the Capita Group from Mr Jasper and his strange manoeuverings, he was a substantial shareholder in the Capita Group, and that Capita Managed Services itself only just avoided penalties by one day for late filing of the Annual Report and Accounts for the year up to 31st December 1994, while bidding to take over the Central Enquiry Unit andPostal Search Facility at Companies House itself.
