Professional Assistance And The Heritage Lottery Fund

That this House notes the considerable difficulties small charities and other projects face in making formal submissions for funding from the Heritage Lottery Fund due to their reliance on basically voluntary advice in the fields of fund-raising and accountancy, in contrast to larger concerns which have access to professional advice, the costs of which can be included in the application for grants; understands the need to ensure that funds only go to projects which are worthwhile, achievable and represent value for money, and that any monies are only used for the defined purposes of the project; and strongly believes that the Heritage Lottery Fund itself should make assistance available to groups which cannot afford to hire professional advisers, in the belief that this will enable a fairer distribution of Heritage Lottery Fund grants both geographically and socially and will help to redress the balance towards small projects seeking life saving awards of a few hundred pounds, whilst trimming the size of awards to multi-million pound schemes.
