That this House expresses extreme concern over the practices of Excel Parking Services of Sheffield, in relation to their operational arrangements at the Smyth Street Car Park in Wakefield; notes the serious problems which have arisen as a consequence of the company adopting the same colour scheme for its meters as the local authority which provide free parking after 6 p.m.; deplores the fact that women with children using the car park during foul weather on winter nights, having mistaken it for one provided by the local authority, have been expected in the past to obtain ú20 in coins to satisfy the conditions for avoiding an excess charge of ú40; further deplores the company's failure to reimburse the excess parking charge incurred by a local carer taking her seriously disabled and elderly father to a nearby theatre and the failure of Excel's Managing Director, Simon Renshaw-Smith to respond to representations by the honourable Member for Wakefield on her behalf; urges the public to be cautious if using car parks run by Excel; and calls upon the Government to introduce clear guidelines on the sanctions available to those running car parks in terms of the administration of excess charges and a universally understood scheme so that 24 hour pay and display car parks can be easily recognised and not blatantly exploited for excess profit.
