leave out from "October" to end and add "welcomes the free and fair elections held in the Turkish Republic of Northern Cyprus and acknowledges President Rauf Denktas as the elected representative of the people of Northern Cyprus; recognises that in all countries there are lawful limits to press and political freedom and that in Northern Cyprus there is an independent judiciary well able to resolve disputes between the State and the citizen as to the extent of those limits; notes that the courts have ordered the release of all persons recently arrested; further recognises that the presence of Turkish troops in Northern Cyprus is for the time being essential to prevent any repetition of the attempted genocide to which the Turkish Cypriots were subjected in 1963, 1964, 1967 and 1974; and looks forward to a confederal Cyprus in which Turkish and Greek Cypriots can live side by side in mutual respect, prosperity, and security.".
