Mr Tony Elliston, Former Chief Executive Of Hackney Council

That this House notes that the District Auditor's draft Public Interest report produced in December 1999 under section 8 of the Audit Commission Act 1998 speaks volumes for the imcompetence of Tony Elliston, the former Chief Executive of Hackney, in relation to his disastrous project, Transforming Hackney; advises any local authority or public body thinking of employing Mr Elliston to examine first all the reports that are being prepared or have been prepared into the running of Hackney Council, including reports of the District Auditor, the Binder Hamlyn report of September 1999 entitled, High Level Budgetary Control Review, and the reports of the local government Improvement and Development Agency; believes the failure to examine these reports would constitute gross negligence; and calls on everyone to be sceptical of commendations by Price Waterhouse, which has championed Mr Elliston throughout, even though his name is synonymous with disaster in Whitehall and the world of local government.
