leave out from 'House' to end and add 'welcomes the establishment of a Minister for Children bringing together important functions from the Department of Health, the Home Office and the Lord Chancellor's Department into the Department for Education and Skills; congratulates the honourable Member of Barking on her appointment to the vital post; urges her and the Government to take a bold approach emphasising the rights and participation of children and young people; and deplores the sniping of a Tory opposition itself devoid of worthwhile policies in this area.'.
