That this House notes that the European Commission has engineered the beneficial fish stock crisis which has been brought about by disastrous EU mismanagement of fisheries so that, if the Council of Ministers fails to agree on the Commission's proposals, which seems very likely at present, the Commission can introduce emergency measures and ride roughshod over the Council of Ministers.
