Oil Appropriation

That this House notes that to date the UN Commission for Compensation, via its 30 per cent. levy on the proceeds of Iraqi oil sales, has appropriated $16,680,964,976.12; notes that much of this money has been paid to wealthy individuals and corporations at the cost of depriving the majority of the population of Iraqi civilians, including children, of their reasonable human requirements; considers that this sum exceeds a reasonable level of compensation for the attack upon Kuwait, about which the United States of America had been notified in advance and offered no objection; and further notes that since the liberation of Kuwait there has been no significant democratisation of that country so that much of the compensation there has gone to the ruling elite, but instead of halting this confiscation, the United States of America is now prepared to use war to get control over all of Iraq's oil.
