at end, to add 'but believes, such action must take place in the context of full liberalisation between the United Kingdom and the Unites States to allow United Kingdom and United States airlines to serve North America from Heathrow, a privilege currently denied to all but two carriers from each country under the terms of the Bermuda II Air Services Agreement; and calls on the Government to unilaterally liberalise foreign carriers' access to regional airports, such as Manchester in order to promote competition and improved consumer choice from the United Kingdom regions.'.
