leave out from `consumption;' to end and insert `notes that US State Department figures show an increase in coca cultivation in Colombia from 114,000 hectares to 144,000 hectares in 2005, the most recent year for which figures are available; further notes the social and environmental impact of aerial fumigation and the Cartagena Declaration of NGOs and social organisations of September 2003, which criticised the fumigation programme for its toxic footprint and leaving the soil infertile in the Amazon basin; further notes the international controversy caused between Ecuador and Colombia due to fumigation on their shared border; and believes that the eradication of coca in Colombia could be best achieved by diverting the huge sums of cash that go into aerial fumigation into manual eradication and crop alternatives for peasant farmers.'.
