That this House expresses its support for the recent comments made by the Minister for Communications and Creative Industries that internet service providers (ISPs) should be allowed to manage their own business practices and manage their own internet traffic and prioritise users' access to certain content providers; notes that Open Internet has delivered and continues to deliver competition, innovation and unlimited access to new services through internet traffic management in a light-touch, regulated environment; further notes that Open Internet continues to play a pivotal role in enhancing democratic participation and freedom of expression; further notes that the definition of net neutrality is confused at best and has a different definition to different peoples and governments; believes that allowing for internet neutrality will stifle online innovation and lead to over-regulation of internet service providers who will not be technically able to provide internet access in an open manner; believes that transparency is likely to lead to the protection of customers and all citizens, and supports ISPs who will continue to innovate and provide flexibility in their business models; and calls on Ofcom to act against ISPs who may seek to restrict customers' internet access only when internet service providers provide false information to customers about their service.
