Sir Roger Boyle And Leeds Children's Heart Unit

That this House welcomes the resignation of Sir Roger Boyle as director of the National Institute for Cardiovascular Outcomes Research and his removal from the Safe and Sustainable Review; condemns his decision, taken against its clear advice, to leak incomplete figures from the Central Cardiac Audit Database which hugely distorted the reality of the situation which is that the Leeds unit was safe and in line with other units; notes that he admitted his clear conflict of interest as a member of the Safe and Sustainable Review Board and has consistently demonstrated a clear bias against the Leeds Children's Heart Unit which he and others have consistently sought to undermine; further condemns as irresponsible his comments made after NHS England had confirmed the safety of the unit and believes it was cynical to mention his daughter, who is not waiting for surgery at Leeds while many other children of families in the Yorkshire and Humber region are, with some having to have surgery elsewhere due to the incorrect decision to suspend surgery taken on the basis of the incomplete figures he wrongly passed to Sir Bruce Keogh; further notes that following the High Court judgement Sir Roger said that he thought the end result would be the same as that recommended by the Joint Committee of Primary Care Trusts, which is wholly improper considering the decision of the High Court; further believes that his resignation calls into question the whole Safe and Sustainable Review; and calls on the Secretary of State for Health to launch a full investigation into this matter.
