That this House notes that the Succession to the Crown Bill proposes to change the Bill of Rights 1689; recognises that this does have precedent; further notes, however, that the Bill of Rights is a settlement between the people and the Crown as well as being a statute; further notes that the UK constitution is written down although not in one place and difficult to find; believes that there is a growing need to determine a threshold at which constitutional changes require popular assent in a similar manner to the way in which changes to the constitutional settlement with the EU require popular assent; and calls for such a review to occur.
