Help For People On Low Incomes

That this House notes the continuing adverse impact the recession is having, particularly on those on low incomes; and calls on the Chancellor of the Exchequer to examine the potential of raising the personal allowance annual limit as well as the threshold at which National Insurance contributions begin to be paid to 12,000 per year, paid for by a restriction on pension tax concessions for those on more than 150,000 per year, as a way of combating the black economy in areas of high unemployment.
