That this House expresses serious concern at the downward trend in construction orders leading to massive lay-offs of construction and allied workers; notes the need for a house building programme to end the misery of the homeless and families living in substandard accommodation; regrets the Government's disregard for the plight of these groups; and calls for finance to be made available to local authorities for a house building and renovation programme as a matter of urgency.
