Cold Weather Payments

That this House notes the recent atrocious weather conditions in Scotland and the North of England which has left some areas under several feet of snow, has trapped people in cars and in their homes and has caused great difficulties in rural areas; notes with alarm that as of 13 January, despite several days of severe weather conditions, cold weather payments had not been triggered in many of the areas affected; further notes that two years ago the Prime Minister twice waived the qualifying criteria because of wholly exceptional weather conditions; and calls for similar action now in view of the terrible weather experienced in Scotland and the North of England in recent days.
