Secrecy Around Arms Exports

EDM number 168 in 1993-94, proposed by Mark Fisher on 02/12/1993.

That this House recognises that the culture of secrecy which surrounds arms exports played a key role in the events which led to the inquiry by Lord Justice Scott into exports of military equipment to Iraq; believes far more information about arms exports must be made available to Parliament and the public than at present; notes that the Government has the power to control the transfer of military equipment from the United Kingdom through the export licensing procedure; and calls upon Her Majesty's Government to publish applications for export licences so that, if necessary, there can be comment in this House and elsewhere before the decision whether or not to grant the licence is made.
