Kyoto Conference (No. 2)

That this House welcomes Britain's positive role in the Kyoto negotiations, but expresses concern at the disappointing targets agreed for the reduction of greenhouse gas emissions; calls on the Government to honour its manifesto commitment of a 20 per cent. reduction in carbon dioxide emissions by 2010; urges the Prime Minister to use the United Kingdom presidency of the European Union to seek to negotiate a minimum 15 per cent. average reduction among member states; and calls for an early Government statement on policies to tax pollution, introducing a programme of investment in energy conservation and implementing road traffic reduction measures within the United Kingdom.
