leave out from 'House' to end and add 'expresses concern at the Government's proposals to remove over a billion pounds of benefits from some of the most vulnerable people in the United Kingdom; notes that the changes to incapacity benefit and severe disablement allowance will disproportionately penalise women and carers; regrets the over emphasis placed by this Government on paid as opposed to voluntary or caring work; and calls on the Government to adopt an approach to welfare reform which is driven less by the search for cuts and more by the motive of care.'.
