Abdullah Ocalan And Human Rights In Turkey
EDM number 1161 in 1999-00, proposed by John Austin on 20/11/2000.
That this House notes that the European Court of Human Rights has commenced consideration of the case of Abdullah Ocalan against Turkey, which involves alleged breaches of Articles 2, 3, 5, 6, 7, 8, 9, 10, 13, 14, 18 and 34 of the European Convention on Human Rights, that the European Court of Human Rights has passed numerous judgments against Turkey concerning the right to life (Article 2), prohibition of torture (Article 3), right to a fair trial (Article 6), right to an effective remedy (Article 13) and freedom of expression (Article 10); further notes that the European Union has recently published its Draft Accession Agreement with Turkey which calls upon the Turkish state to abolish the death penalty as part of the accession process, that Turkey has not ratified Protocol 6 to the European Convention, expresses concern about the continued disregard for human rights, hopes that the Ocalan case will highlight the gross human rights violations committed by the Turkish state against Kurds and other minorities; believes that there can be no place for Turkey in the European Union until it has fully ratified and implemented the European Convention on Human Rights, ending its oppression of the Kurdish population; and calls upon Her Majesty's Government and the European Union to urge Turkey to recognise the PKK ceasefire, and the PKK's willingness to discuss a solution to the conflict within the borders of the Turkish state, as an opportunity for peaceful dialogue with the Kurdish people.
