Use Of Unctad Meeting For Controls On Multinational Investment

EDM number 261 in 1999-00, proposed by Tony Colman on 13/01/2000.

That this House, noting the publication of OECD guidelines on multinational investment on 13th January, and the commitment of the EU, Japan and the USA to restart the WTO Millennium Round, urges the governments of the world to learn from the Seattle debacle and ensure that all governments, not just those of developed countries but also those of developing countries, are fully involved in any new agreement; and therefore looks forward to the 10th meeting of UNCTAD in Bangkok in February 2000 as the key negotiating point to ensure there is a government-driven, not company-driven, policy on multinational corporation investment.
