That this House notes that over four years have now passed since the publication of the Scott Report into the arms to Iraq affair; which highlighted serious flaws in the current system of arms export controls; and shares the concerns of organisations such as Amnesty International and Oxfam that as yet no legislation has been introduced to implement the Inquiry's recommendations.
