at end add 'further notes that the long term solution to the replacement of fossil fuels will be found in hydrogen-based technologies; and urges the Government to establish a joint forum with representatives of the motor industry, fuel manufacturers and environmental NGOs to develop a national strategy, plan and investment programme and provide further fiscal incentives for research, development, manufacturing, marketing and distribution of hydrogen-based fuels.'.
