Railway Industry

That this House believes there is now a broad consensus that the existing fragmented structure of the national railways is incapable of delivering, in a timely and cost effective way, the rapid expansion in capacity and quality envisaged in the Government's 10 year plan for transport; further believes that this leaves a hole at the centre of the Government's transport strategy; and calls upon the Government to promote a wide public debate on the way forward for the industry by publishing a green paper on the future structure of the industry which should include the full range of options for simplifying the structure of the industry so that it is capable of delivering a level of service envisaged in the Government's 10 year transport plan.
