That this House regrets that under the provisions of the Enterprise Act 2002, the Secretary of State and the Director of the Office of Fair Trading no longer have powers to refer a takeover to the Competition Commission on the grounds that it is contrary to public interest, except in undefined and highly exceptional circumstances; and believes that the former public interest provision of the Fair Trading Act 1973 would have been helpful to the supporters of Chelsea Football Club if their investigations led them to have doubts about the standing of Roman Abromovich who is taking over a majority and controlling shareholding in Chelsea Village.
