New Charter For Democracy

EDM number 1901 in 2002-03, proposed by Paul Flynn on 11/11/2003.

That this House celebrates with the City of Newport the anniversary of the Chartist Rising of 1839; and believes that our present defective democracy should be reformed with a new charter that will include measures to make all votes of equal value, to deploy national funding to liberate parties from dependence on outside interests, to require all media to comply with the broadcasters' statutory duty of balance, to extend the franchise to 16 year olds, to end hereditary power and to broaden political horizons to encompass one humanity, one environment and one world.
