Access Radio And Spare Local Wavelength Capacity

That this House believes that one of OFCOM's functions as frequency manager should be to ensure that community access radio has priority for the use of spare local wavelength capacity within the UK network; is concerned that without such access many community access radio stations may never establish themselves in the first place; welcomes the BBC's commitment to explore working alongside small community stations; and calls upon both the BBC and OFCOM to review the Universal Coverage policy which leaves considerable spare local capacity within communities around the UK.
